JOB TITLE: Realty Clerk

GENERAL PURPOSE:
Performs a variety of clerical duties to assist with conformity and compliance with applicable federal statutes and rules, code compliance, and policies and procedures in the administration and management of tribally owned land and/or managing the tribes assets and real property inventory.
This position description may not include all of the listed duties, nor do all of the listed examples include all tasks which may be found or assigned to this position.

ESSENTIAL FUNCTIONS:
Manages an efficient files system of land records, maps and documents that include records pertaining to unused property with location, legal description, present use, current value, type and adequacy of improvements, index of acquisition instruments, and potential use.
Creates files of residential, business, and long-term development leases and subleases, permits and tribal assignments.
Greets visitors, answers phones, determines nature of business, and announces visitors to appropriate personnel, maintaining professional and courteous demeanor.
Prepares first draft correspondence, reports, minutes, agendas, memos, forms, and other documents including residence verification letter; drafts initial land/house records for review by the Realty Officer; prepares reports, weekly and daily logs for the department.
Edits and reviews all correspondence and documents for correct grammar, punctuation, and spelling.
Performs data entry into GIS/GPS to assist in mapping information as requested.
Visits tribal and tribal member lands with other Realty Staff members.
Delivers documents for review to the Division Director, COO and Tribal Government.
Receives, sorts, and routes mail and maintains inventory of office supplies.
Performs other duties assigned.

MINIMUM QUALIFICATIONS:
High School Diploma or GED and two years realty, land or GIS experience. Valid New Mexico driver’s license with ability to meet Pueblo’s liability insurance requirements and maintain eligibility for insurance. Must be able to pass drug test and background check, with NO prior convictions of any felonies. Taos Pueblo reserves the right to exercise preference in hiring for qualified Tribal members/Indians in connection with all positions.

KNOWLEDGE, SKILL AND ABILITY:
Knowledge of modern office practices, procedures, and equipment.
Knowledge of traditional form of government and pueblo customs and traditions.
Knowledge of applicable federal, state, county, and local laws, regulations, and requirements.
Knowledge of federal land tenure, realty law, federal Indian law, and Indian water rights.
Knowledge of cartographic and mapping systems such as ArcMap and pathfinder.
Knowledge of title records, documents, real property, interests, bureau regulations and policies, state and federal laws pertaining to leasing and right -of-way, to assure that contracts can be approved.
Knowledge of regulations, administrative procedures and terminology pertaining to real estate transactions.
Knowledge of computerized record keeping, encoding and manual records and search.
Skill in operating business computers and office machines, including in a Windows environment, specifically Word, Access, and presentation software(such as PowerPoint).
Ability to communicate both verbally and in writing.
Ability to establish and maintain professional relationships with individuals of varying social and cultural backgrounds and with co-workers at all levels.
Ability to maintain confidentiality.
Ability to be persuasive and tactful in controversial situations.
Ability to define problems, collect data, establish facts, and draw valid conclusions.
Ability to work independently and meet strict timelines.

PHYSICAL DEMANDS:
While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; reach with hands and arms; stoop, kneel, or crawl; and talk or hear. The employee frequently is required to climb or balance. The employee occasionally is required to stand and walk. The employee must occasionally lift and/or move up to 50 pounds.

WORK ENVIRONMENT:
Work is regularly performed in an office setting with a low noise level. Some outdoor work will occur with exposure to the natural elements. Evening and/or weekend work may be required. Travel will be required.
